Monitoring
Continuous monitoring of implementation of the activities will allow for timely action
to manage and deal with challenges and bottlenecks before they adversely affect the
outcomes envisaged during the strategic plan period. Data on specified indicators will
be systematically collected to provide management and stakeholders with indications
of progress and achievement of objectives; programmatic activities and outputs; and
progress in use of allocated funds. To aid in evaluation and reporting, annual reports,
programmatic and funding partner reports, and independent reviews of the strategic
plan implementation will be prepared and disseminated.
Evaluation
Evaluations will help to determine as systematically and objectively as possible the
relevance, effectiveness, and efficiency of activities of the strategic plan considering
specified strategic objectives/themes. The AERC will undertake two types of evaluation:
AERC-wide strategic evaluation will assess the overall merit of the AERC and its work
in terms of its effectiveness in achieving targeted outcomes, in providing meaningful
contributions, triggering (or helping to trigger) larger systematic changes in economic
policy related areas; and activity evaluation to assess the merit of programme (or cluster
of programmatic activities) in contributing to achieving AERC’s intended outcomes.
Two external evaluations will be carried out during the plan period: a midterm and
end-of-plan evaluation. The midterm evaluation will be to verify that the plan is on
the right track and provide information to correct any observed deficiencies. The final
evaluation will assess the achievement of the activities of the plan and provide lessons
for future strategies.
