Monitoring and Evaluation for

Strategic Plan 2020–2025

Provisions for gauging the progress and assessing the achievements over 2020–2025 are
built into this strategic plan. This section briefly highlights the Monitoring and Evaluation
Framework (MEF) proposed for the planning cycle and provides a detailed Monitoring
and Evaluation Plan (ME Plan).

Monitoring and Evaluation Framework

An MEF has been developed to define the key aspects of what will constitute performance
against the AERC’s 2020–2025 Strategic Plan. It describes the components of the AERC’s
ME system; defines key terms; outlines the types of information and indicators to be
compiled; and charts a general approach to the implementation and management of
AERC’s MEF. The MEF informs the development of an ME Plan to be operationalized by
the AERC by early 2020, and the MEF will be subject to periodic review over the life of the
strategic plan. A detailed description of the MEF is presented in Appendix III.

The implementation of the MEF and the associated ME Plan will be overseen by senior
management and will form the basis of a reporting framework to the AERC Board.
Secondary users of the information generated by the MEF are the funders of the AERC and
other partners who either fund or work closely with the AERC in the implementation of its
strategic plan.

Monitoring and Evaluation Plan

An ME Plan has been developed to track progress made in the implementation of the 2020–
2025 Strategic Plan. The basis of the ME Plan is formed by an elaborate Theory of Change
(ToC), presented in Appendix II, which identifies and defines AERC’s goal and strategic
objectives/themes; presents the domains of change; and outlines the end-of-strategy
outcomes that the AERC seeks to achieve by the end of 2025. The ME Plan identifies a
range of intermediate outcomes, outputs, and activities that provide a pathway to that
achievement. In addition, it explains the various assumptions upon which the ToC rests,
while also outlining the associated risks.

The ME Plan presents the overall goal; impacts; strategic themes/objectives; outcomes;
outputs; activities and their associated indicators; baseline; targets disaggregated
annually; risks; and assumptions. Also presented are the data-collection instrument
and frequency. The detailed ME Plan for the 2020–2025 Strategic Plan is presented in
Appendix IV.
