Step 2: Design and agreement of activity-level performance
monitoring and assessment
The team responsible for ME will support the relevant implementation unit and/or
partners in preparing activity designs for performance monitoring and assessment at the
activity level, including the identification of key questions and/or indicators; sources of
information; and methods for data collection, analysis, and reporting. This team will also
ensure that approaches sufficiently incorporate gender considerations (including gender
data disaggregation).
For activities this will include simple approaches for:
Milestone and/or output indicator reporting; structured feedback from target users
(focused on the relevance/usefulness of immediate outcomes); post-action reviews; and
self-assessment at completion.
There may be additional requirements for major activities or those with special ME
requirements (such as those prescribed by funders).
Step 3: Activity-level performance monitoring and assessment
over the course of activity implementation
The implementation of activity-level performance monitoring and assessment during the
life of activity implementation will follow the agreed-upon design and must at a minimum
include the documentation of all key outputs/immediate results as well as reporting
on relevant performance indicators. The team responsible for ME will provide quality
assurance and – where necessary – capacity building support for activity-level ME.
Step 4: Activity completion and assessment
At or after completion of the activity, the team responsible for ME will facilitate a
process that will include (as relevant) the completion of any external assessments; the
compilation of feedback from key users; a reflective review of implementation; and the
documentation of key lessons learned for future implementation.
Implementing Strategic Evaluation
As outlined in Table A4, strategic evaluation is concerned with assessing the performance
of AERC against key agreed evaluation criteria, which include, but are not limited to,
OECD-DAC evaluation criteria. The eight evaluation questions outlined in the MEF will be
answered by synthesising information produced through the other components of AERC
MEF and supplementing such information with additional data collection and analysis
as necessary.
