                 Appendix III: Monitoring and

                 Evaluation Proposed Framework





               Introduction


               This MEF defines the key aspects of what will constitute performance against the AERC’s
               strategic plan. It describes the components of the AERC’s MEF system; defines key terms;
               outlines the types of information and indicators to be compiled; and charts a general
               approach to implementation and management of AERC’s MEF. The MEF will inform the
               development of an ME Plan to be operationalized by the AERC by early 2020 and will be
               subject to periodic review over the life of the strategic plan.


               The primary intended users of this document are AERC staff and management who are
               directly responsible for implementing and overseeing aspects of the strategic plan.
               The implementation of this MEF and the associated ME Plan will be overseen by senior
               management and will form the basis of a reporting framework to the AERC Board.
               Secondary users of the information generated by this MEF are AERC funders and other
               partners who either fund, or work closely with, the AERC in implementation of its
               strategic plan.


               This MEF outlines how information will be collected and used by the AERC.


               Definitions



               It is important to distinguish between monitoring and evaluation so that the distinct but
               complementary roles of each can be properly understood.


               Monitoring  is a continuous function that uses the systematic collection of data on
               specified indicators to provide management and stakeholders with indications of the
               extent of progress and achievement of objectives and progress in the use of allocated
               funds. This might include financial data pertaining to spending and allocation; input and
               output-related data; and process data or contextual data of relevance to an intervention.
               Monitoring is an ongoing process to collect, analyze, and communicate data related
               to progress and performance. It provides information that can be used to adjust and
               continuously improve performance. Two types of monitoring are important for AERC:


                        » AERC-wide strategic monitoring, which involves the compilation and
                       provision of information and feedback on key aspects of AERC’s day-to-day
                       performance; and
                        » Activity-level monitoring, which involves the compilation and provision
                       of information or feedback on agreed-upon aspects of a specific activity
                       or programme.
