The Training Programme executes the Collaborative Masters Programme (CMAP) in Economics, which spans departments of economics in universities in sub-Saharan Africa. The aim of CMAP is to enhance the capacity of mid-level economic managers and policy analysts, as well as to produce first class students interested in careers in academia. CMAP does this by delivering economics programmes in Africa that meet international standards, are relevant to African needs and can eventually be sustained from local resources.
Twenty-six universities in 21 countries participate in the programme. Participating departments are classified into three categories, category A, category B and category C. Students in category A universities enroll for MA studies in either category B or category C universities. Category B comprises seven universities that are deemed to have adequate capacity to offer core courses (Macroeconomics, Microeconomics and Quantitative Methods) and supervise theses. Students in category B universities then proceed to the the Joint Facility for Electives (JFE) for a period of three months (between July and September) to be jointly taught elective courses by African scholars and leading international experts.
Category C comprises four universities that have built capacity to offer a menu of core and elective courses as well as supervise theses. The main difference between category B and category C universities is that the latter does not send its students to the JFE, but instead independently teach the elective courses.
Assignment to either of the categories is not a permanent status, rather, universities are required to build their capacity and progress to category B and category C. Provisions exist for increasing or reducing the number of departments qualified to offer the degree, and this is based on performance and evaluation.

CMAP Academic Activities
The typical degree programme takes 18-24 months and is divided into three components:
- Core courses (Macroeconomics, Microeconomics and Quantitative Methods) taught at the degree awarding institution in the first year for a period of 9 - 12 months.
- Elective courses intensively taught by African scholars and leading international experts for a period of 14 weeks at the CMAP-Joint Facility for Electives (JFE) in Nairobi. Students select two fields of specialization from among the following approved twelve elective courses:

Each course is divided into two semesters of seven weeks each taught by two different lecturers per subject. Each semester is a complete course in itself with a final examination held at the end of the session.
- Writing of MA thesis research at the respective degree-awarding institution for a period of 6 - 9 months.
In addition to financing the programme, AERC facilitates curriculum development, joint enforcement of standards, and student and teacher movements. It also provides support for improved teaching facilities and library services and manages the Joint Facility for Electives.
As the executing agency, AERC is responsible for all grant making and contractual arrangements among the collaborators.
